New SALN Format Opposed by Philippines Law Makers

In close connection with the on going Philippine Chief Justice Corona impeachment trial, there seems to be an uproar on the new format of the Statement of Assets, Liabilities and Net worth (SALN); The lawmakers are in grand commotion in opposing the said SALN new version.
Citing the act as “unconstitutional“, the new format of the SALN could expose individuals or public officials to self-discrimination and harassment. This premise was brought into highlight during one hearing at the House of Representatives. The lawmakers chastised to the max, Civil Service Commission (CSC) chairman Francisco Duque III, the main guy who’s in-charged with the implementation of the new SALN format.
“SALN“ looks like the magic phenomenon that brought the long rally for Philippine Chief Justice Renato Corona’s impeachment trial (hearing) by the Senate. In fact, today marks its 19th session. Time is rolling out while the issue looks like snowballing. The prosecution is going deeper and deeper, or maybe just circling around (?) while the expenses are getting higher of course, just to settle this statement of assets and liabilities issue involving the country’s top Justice system official.
Here is what we got in the new format of the SALN: From it, we got the condition that the public officials are required to:
..disclose sources and amount of their gross income, personal and family expenses, and amount of total income tax paid.
Duque said that his office is simply implementing the things that have been recommended last year by an inter-agency committee constituted by the Office of the President, Department of Justice, the Supreme Court, the Office of the Ombudsman, and the CSC, among others. The Civil Service Commission chairman also said that his agency is simply putting in tune the implementation of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act, and Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials.
Various citation of laws / republic acts, etc. have been referred to by the opposing lawmakers in the country. Whereby, Duque:
welcomed moves to bring the matter to the courts so that a final ruling could be made on the controversy.
