The Striking AO-AHS-2008-015

The hot on the plate AO-AHS-2008-015, also known as the Administrative Order AHS-2008-015, named as the “RULES AND REGULATIONS FOR THE USE AND OPERATION OF MOTORCYCLES ON HIGHWAYS”, is surely a sight to behold in the eyes of the motorcycling communities in the Philippines. Whether it is intended to improve and safeguard the welfare of the two (2) wheels riding individuals and the general motorists as a whole, there is again one main issue under scrutiny, unfortunately one of the very essences of democracy no other than “CONSULTATION”.
First was the Helmet Number Plate (Motorcycle License Plate on Helmet) and then came the Ban on Motorcycle Riding Tandem, and now this comprehensive AO that governs the overall Operation of Motorcycles on Highways wherein, no modifications shall be made to a motorcycle unless approved and within the guidelines of the Land Transportation Office (LTO) and Department of Trade and Industry (DTI).
These issues have been on serious highlights. Jobert has been untiringly informing the riding public on the Updates on Meetings and relevant Negotiations involving the lead Government agencies like the LTO and Motorcycle Rights Organization (MRO), Motorcycle Advocates of the Philippines (MAP) and Motorcycle Philippines (MCP) among others. A silent protest is now being advocated for the biker communities in the Philippines, spearheaded in Metro Manila.
For relevant blog posts, Raredog made an article on the Bikers Nationwide Black and Red Ribbon Campaign, while Jay Dejaresco has the Helmet Administrative Order. Series of appeals were also posted on Senator Chiz Escudero’s Online Forum.
My take:
The “gray matters” in the Administrative Order (AO) should be addressed collectively while continuous negotiations are being held between the Government entities and the direct stakeholders (i.e. motorcycle riders/bikers). The 2 wheels riding citizen of the country must be assured of clearer intention and motives in resolving this so called road safety issues.
Issues on singling out the bikers in this struggle on road safety issues must be taken into account and relevant researches/studies must be cited and reviewed carefully in view of employing or adopting rules and regulations from developed countries.
These are my cents worth. Good luck to my riding buddies in the Philippines. Good luck to the Philippine Government in battling the chronic transportation issues and concerns in the Mega Manila.
