Climate Change Law / Act Signed by GMA

I think I’ve seen it on TV last night that President GMA signed a Climate Change Law, dubbed as “Philippine Climate Change Act of 2009“. The signing was conducted in Malacañang. The said Act is hoped to enable the country to respond to disasters brought by climate change. Below is the exact news text from the Inquirer.net, and I quote;
MANILA, Philippines – (UPDATE) President Gloria Macapagal-Arroyo has signed into law the Philippine Climate Change Act of 2009 in Malacañang that would enable the country to better respond to disasters spawned by climate change.
Republic Act 9729 seeks to mainstream climate change into the formulation of government policy by setting up a National Framework Strategy and Program on Climate Change.
It also creates the Climate Change Commission that will coordinate, monitor and evaluate the government’s programs and actions to mitigate and adapt to the effects of climate change.
This article got mixed reactions from the public and here are some that I found from the news site itself:

i am sure this will be one of the many laws of Philippines that will be written and won’t be implemented. Many of the laws here are there for decoration. I can site many of them (the basic laws) and I am definite that it won’t fit this page if I name them 1 by 1.Arthur, Oct 23
As responsible citizens we need to act and do our part in saving our environment not just being critical to our government or politicians in particular. I still believe that we Filipinos can make the diiference in a positive side. Yes, we have so many laws and not being implemented; but why… is it because of corruption from the government as the easiest way to point a finger on or is it we citizens does not want to be involved or don’t want the laws implemented “kasi wala ako/tayong pakialam”. Let us try to support this new law and be vigilant in its implementation, sana maging positibo man lang ang ilan sa atin kung hindi baka sa darating pang mga taon sa kangkungan na nga tayo lahat pupulutin.kevin, Oct 23
at least my hakbang ang gobyerno regardless kung dati pa to dapat maipatupad. puro kayo sisihan..Martyn, Oct 23
“better respond to disasters spawned by climate change” sorry are we not missing the point? We should be taking action to prevent climate change, not to treat the symptoms. Reforestation now na! Electric cars now na! Solar power now na! Wind power now na!Jhel from Dubai, Oct 23
What can you say? Do we really need a bunch of these laws and acts instead of workable plans and programs? The question is always “how” to enact these government programs that are supposed to “mitigate … climate change“. Coordinate, monitor and evaluate? Hmn..
