Asbestos Ceiling in Japan

Back when I was a research student in Japan, we always had this intermittent schedule of allowable weeks or days to work in our laboratory. I am not so sure if it was a pure coincidence that the school had to renovate the old and veteran structures in the university, but during my stay, heavy reconstructive works were conducted. Most of them involved retro-fitting and ceiling replacement. And no, they were not plywood ceilings but asbestos. And later did I learn that asbestos are killer and can even cause cancer. Glad I did not develop mesothelioma.
Mesothelioma is an asbestos-caused cancer of the membranes that surround many of the body’s vital organs (www.mesotheliomahelp.net).
It is said that the common form of mesothelioma attacks the pleural tissue surrounding the lung. Yay! it’s a good thing that I stayed away from that killing substance.
I can’t completely comprehend though, why a first world country like Japan would use such cancerous materials.
